Penny heads up the Birmingham Projects team and works on multi sector accommodation Private Finance Initiative ("PFI") and Public Private Partnership ("PPP") projects.

Penny's expertise lies in the wider leisure, library and joint service centre market and has recently widened further to again include housing. Penny's continued interest and work in the "regeneration" market is particularly topical in light of the Government's place making agenda and integration of community service delivery with commerce and sustainability in mind.

My Background
I originally trained in Birmingham and qualified in October 1995. I worked in Dubai as a legal consultant for three years before moving to a niche Mayfair firm working as a Commercial Corporate Lawyer. I joined Bevan Ashford on 29 February 2000 and have been a Partner at Bevan Brittan LLP since September 2005.

What I do
I specialise in leisure, library, JSC and housing PFI and PPP schemes but also have considerable experience in health and schools projects.

Some examples
I worked closely with 4Ps on the standardisation of project documents for leisure schemes, producing the Leisure Procurement Pack and, most recently, updating the Leisure Procurement Pack.

I advised the Private Sector Consortium who closed the first leisure PFI, Sefton MBC and I advised the public sector on all four of the leisure pathfinder PFI projects, all of which have since closed (Penwith, Lewisham, Breckland and Amber Valley).

I am advising on a number of other regeneration schemes for both public and private sector clients. For example, I advised Rotherham MBC on its multi-site leisure and joint service centre scheme for the replacement and re-generation of the Borough’s entire network of wet and dry sports facilities. The scheme involved a number of different stakeholders and interface with a school delivered through a separate PFI. I also advised the Parkwood consortium on the Tudor Grange and Norman Green and North Solihull Sports Centre PPP project (new build and refurbishment) which is due to open this year. I am currently working with Councils looking to widen their options to deliver accommodation and housing projects using existing procurement programmes such as LIFT, BSF, Design, Build, Operate and Maintain (DBOM) and Social Enterprise Vehicles.
