David has an excellent track record in taking schemes through to completion. He has also worked extensively on new models of public/private partnership.

My background

What I do
My main areas of focus are the education, health and key worker accommodation sectors. I have acted for authorities, contractors and funders and also worked with central government on standardisation of PPP documents. I am predominantly occupied with the Building Schools For The Future (BSF) Initiative and working in the nascent Canadian P3 market.

Some examples
I am advising Partnerships for Schools, the joint venture between Partnerships UK (PUK) and the Department of Education and Skills, on the BSF initiative, working up standard documentation and advising local pathfinders on the pilot schemes.

I advised Bristol City Council on the first BSF project to achieve financial close.

I am advising Partnerships British Columbia on the negotiations with the preferred bidder on the Abbotsford Hospital project, the most significant P3 to date in Canada.

I advised on the largest variation of an existing PFI contract to date, to provide a new treatment centre at the Great Western Hospital, Swindon.

I advised Bristol City Council on its grouped schools PFI scheme involving four secondary schools.


I have advised both public sector and private sector participants on LIFT schemes which have successfully reached financial close. I also advised the Department of Health and PUK on the original structuring and standard documentation for LIFT.


I advised the Newbury and Thatcham Hospital Building Trust, a charitable SPV on a scheme to provide a new community hospital for the locality.

I advised The Royal Bank of Scotland on the funding of a scheme to provide a new community hospital at Sedgefield in South Durham. This was one of the first deals to close using the NHS standard form and one of the first not to include soft services.

I advised the Isle of Man Government on the procurement, negotiation and award of a DBO contract for the design, build, operation and maintenance of a new integrated incineration (energy from waste) facility for the island.

I have advised on residential accommodation schemes which have successfully closed in Swindon, Gloucester and Cardiff.
